A Reuters headline attracted my attention recently. I was trying to obtain some background information on the forthcoming COP-10 Conference of the United Nations Framework Convention on Climate Change (UNFCCC) to be held in Buenos Aires from 6-17 December, 2004. I must admit that the nature of the headline was indeed startling 'Much of Bangladesh will have to relocate'.
