Govt to launch modern ‘Land Service Gateway’

The Government of Bangladesh has announced plans to launch a unified digital platform titled the 'Land Service Gateway' as part of its ongoing initiative to accelerate land service digitisation following instructions from Chief Adviser Professor Muhammad Yunus, according to a recent press statement on April 6, 2025.

As part of the preparatory phase, pilot implementation of an upgraded and more user-friendly version of the e-Mutation service has commenced across 19 land circles in the Dhaka district. 

Under the leadership of the Information and Communication Technology Division, four key services have already been made available online which includes LD Tax (nationwide), e-Mutation (pilot phase, 19 circles of Dhaka), e-Porcha, and digital access to Khatian and Mouza maps across the country. The LD Tax service is now accessible nationwide, and it has facilitated the collection of approximately BDT 200 crores in land revenues to date, as per the press statement.

The government intends to move away from different software systems, where services function independently, and instead connect them through a single digital interface. The proposed 'Land Service Gateway' will integrate LD Tax, e-Mutation, e-Porcha, and digital Khatian services into one platform. This integration will eliminate the need for multiple registrations and enable citizens to access various land services through a unified portal. Once fully deployed across all land circles in Bangladesh, the platform is expected to significantly reduce administrative delays and enhance service accessibility, says the press statement.

Authorities acknowledge that further pilot testing is required, particularly in streamlining the e-Mutation process as it is linked to judicial mechanisms and involves coordination across multiple government agencies. 

The digitisation effort is being jointly overseen by Chief Adviser Professor Muhammad Yunus, Senior Secretary of the Ministry of Land A.S.M. Saleh Ahmed, and Faiz Ahmad Taiyeb, Special Assistant to the Chief Adviser responsible for the Ministry of Posts, Telecommunications and Information Technology.

The government also plans to extend training programmes to private sector entrepreneurs and Union Digital Centre operators. This will allow the distribution of digital land services to the union and ward levels.

According to the press statement, with almost 70 percent of legal disputes in Bangladesh related to land ownership, possession, acquisition, and transfer, the government views this digitisation drive as a critical intervention.
