In a major reshuffle in the field level administration, the government yesterday transferred 20 deputy commissioners (DC), one year ahead of the next parliamentary elections.
Usually, the DCs are posted to districts for a term of two to three years.
“The transfers have been made on a general basis, and there is no other reason behind it,” said Abdus Sobhan Sikder, senior secretary to the Ministry of Public Administration.
Talking to The Daily Star, he said all the transferred DCs had been promoted to the post of joint secretary two to three years back, a rank higher than that of the DCs.
So they have been replaced with the deputy secretaries, who had been demanding that the government give them posting as DC, said the senior secretary.
With this transfer, work and coordination in the field level administration would be boosted up, he added.
Mohibul Haque, deputy commissioner of Dhaka, has been transferred to Public Administration Ministry as its joint secretary while Gopalganj DC Sheikh Yusuf Harun has replaced him, according to a Public Administration ministry gazette notifications.
Banamali Bhoumik, DC of Kushtia, has been made officer on special Duty (OSD) and attached to Local Government Division (LGD) of the LGRD and Cooperatives Ministry while deputy secretary of agriculture ministry Sayed Belal Hossian has been made DC of Kushtia.
Mohammad Mashud Karim, additional DC of Dhaka has replaced Manikganj DC Munsi Shababuddin Ahmed, who has been made OSD and attached to LGD.
Fayez Ahmed, DC of Chittagong, has been transferred to Health and Forest Ministry as its joint secretary while Md Joinul Bari, DC of Cox's Bazar, has replaced him.
Ahmed Shamim Al Razi, personal secretary of education minister, has been made DC of Dinajpur while Mohammad Jamal Uddin, DC of Dinajpur, has been made OSD and attached to LGD.
Anisul Haque Bhuiya, DC of Khagrachhari, has been made OSD and attached to LGD while Mohammad Mashud Karim, deputy secretary of Chittagong Hill Tracts affairs ministry, has replaced him.
Mohammad Shahiduzzaman, DC of Thakurgaon, has been made OSD and attached to LGD while Mukesh Chandra Biswas, additional DC of Satkhira, has been made DC of Thakurgaon.
Md Sanuwar Hossain, DC of Shariyatpur, has been made OSD and attached to LGD while Ram Chandra Das, of Directorate of Public Library, has replaced him.
Md Mujibur Rahman, DC of Borguna, has been made OSD and attached to LGD while Abdul Wahab Bhuiya, deputy secretary of public administration ministry, has been made DC of Borguna.
SM Arifur Rahman, DC of Barisal, has been transferred to public administration ministry as its joint secretary while Mohammad Sahidul Islam, additional DC of Chittagong, has replaced him.
Md Mukhleshur Rahman, DC of Lalmonirhat, has been made OSD and attached to environment and forest ministry while Md Habibur Rahman, deputy director of Local Government of Jaipurhat, has been made DC of Lalmonirhat.
Sushanta Kumar Saha, DC of Magura, has been made OSD and attached to social welfare ministry, while Mashud Ahmed, personal secretary of chairman at Parliamentary Standing Committee on Public Accounts Committee, has replaced him.
Md Shiraj Uddin Ahmed, DC of Jamalpur, has been made OSD and attached to LGD while Md Delowar Haider, chief executive officer of Patuakhali district, has replaced him.
Bhola Nath Das, DC of Chuadanga, has been made member of Mongla Port Authority, while Md Delwar Hossain, deputy director of Bangladesh Forms and Publications Directorate, has been made DC of Chuadanga.
Priotosh Shaha, DC of Chandpur, has been attached to foreign ministry while Md Ismail Hossain, additional DC of Chittagong, replaced him.
Ashok Kumar Biswas, DC of Joypurhat, has been made additional divisional commissioner of Rajshahi division, while Md Imrul Chowdhury, first secretary of NBR, has been made DC of Joypurhat.
M Bajlul Karim Choudhary, DC of Tangail, has been made additional divisional commissioner of Barisal division, while Md Anisur Rahman Mia, director at Prime Minister's Office, has replaced him.
Md Shahidul Islam, DC of Gaibandha, has been made director of LGD of Dhaka, while Saiful Hasan Badal, personal secretary to state minister for liberation war affair ministry, replaced him.
Md Khaliur Rahman, deputy secretary of housing and public works ministry, has been made DC of Gopalganj while Md Ruhul Amin, deputy director at Netrokona LGD, has been made DC of Cox's Bazar.
