No taxi number

The traffic police and the DCC are very lax in enforcing international rules. For example, I hardly find any taxi (3 or 4 wheelers) with the number of the vehicle painted inside the cab, for information of the passenger sitting inside, specially for security reasons. On the other hand, the police telephone numbers are displayed outside the body of the vehicle.Also the uniformed drivers do not display ID cards or numbers. Then how do we make complaints? Why these elementary points have to be pointed out?
