CHT tense as PCJSS, Bangalees hold opposing programmes
BNP govt will not implement peace accord, PCJSS leader Ushaton Talukder tells Rangamati rally marking 7 years of agreement signing

Tension mounted in the Chittagong Hill Tracts (CHT) as the Parbattya Chattagram Jana Sanghaty Samity (PCJSS), a body of tribesmen, observed various programmes on Thursday demanding full implementation of the CHT peace accord while the local Bangalees' forums demanded scrapping of the agreement. The programmes marked seventh year of signing of the accord. The CHT peace accord, signed in 1997 between the then Awami League government and the PCJSS, ended over two decades of insurgency by tribesmen for regional autonomy. But vital clauses of the agreement are yet to be implemented, the PCJSS says. The Bangalee forums including Somo Odhikar Andolan and Parbattya Chhatra Parishad brought out processions jointly, held rallies in Rangamati town and submitted a memorandum to the government demanding cancellation of the accord. The PCJSS organised a large gathering of tribesmen in the town, wher its leaders blamed the ruling BNP for non-implementation of the accord. Held on the Gymnasium premises, the rally was addressed by among others, PCJSS leader and Chittagong Hill Tracts Regional Council member Ushaton Talukder, Nirmolaendu Tripura, Sukumar Dewan, Madhobilata Chakma, Sattabir Dewan and Uzzal Chakma. The rally was presided over by Gunendu Bikash Chakma. The rally over, PCJSS brought out a big procession in the town that paraded different streets. The processionists chanted various anti-government slogans and demanded full implementation of the peace accord. Ushaton Talukder told the rally that the government will not implement the accord. It is harbouring vested quarters who are opposing the accord and has adopted a dilly dallying tactics, he alleged. The government is also not doing anything to mitigate the sufferings of tribesmen and development of the region, he alleged. Patronised by the government new bands of "terrorists" have emerged in the hills, who are creating anarchy and terrorising the tribesmen in different areas of the hill districts by realising tolls and resorting to killings, he alleged. "The Somo Odhikar Andolan and Bangalee Chhatra Parishad have been floated by vested quarters to deprive the hill people and oppose the peace accord", he said. This is also hindering development of the region, he added. "The government is utilisng three tribesmen's leaders against their own people", he alleged. "Ruling BNP does want implementation of the accord", he alleged. He also demanded withdrawal of Army from the hills. On the other hand, the Somo Odhikar Andolon and the Bangalee Chhatra Parishad, jointly organised a rally in front of the municipality office and brought out a procession demanding cancellation of the accord, claiming that it curtails their constitutional rights. The processionists, with mouths fastened with black cloths, paraded the town streets, submitted a memorandum to the Prime Minister through the Deputy Commissioner demanding cancellation of the accord, more presence of army to maintain peace and order, resumption of lease of land and equal quota in recruitment in government jobs. The procession was led by Somo Odhikar leaders Shaheed Choudhury and Belayet Hossain Belal and Bangalee Chhatra Parishad leader M K Hossain Sujon and party activists.
